I think this needs to be seen in the context of a significant rise in graffiti in the Bay Area as reported by the Chronicle last year. Your previous story about teens attacking graffiti through culture shows that we have to attack this issue on multiple fronts.

D5 has purportedly seen a decrease in tagging, despite being refuted by its Councilmember Xavier Campos.

D3 has seen the largest percent increase with the highest tag count. Double “winner”. And if GPC outstrips its allocated funds, as is anticipated, we’re all just flat out of luck. Is this any way to run a city? That was rhetorical.
