At the behest of City officials, GPC focused on D5 for much of its first six months, leaving others to compete for GPC's attention or fend for themselves. D5 has purportedly seen a decrease in tagging, despite being refuted by its Councilmember Xavier Campos.

D3 has seen the largest percent increase with the highest tag count. Double "winner". And if GPC outstrips its allocated funds, as is anticipated, we're all just flat out of luck. Is this any way to run a city? That was rhetorical.
